The first primary schools that provided six years of elementary education were founded after the Finnish School Act passed in 1866. Compulsory education was passed as a law in 1921. After the six years obligatory to all, students could apply to payable grammar schools, some of which were co-eds already in the 19th century. Finland reached overall literacy (99% of the people were able to read) in the turn of the 19th century. Teachers graduated from high-grade teaching seminars of four to five years.
